3, 992 Pennsylvania Households Using Potentially Unsafe Heating (Space Heaters and Kitchen Ovens)

Since the passage of Act 201 in late 2004 (immediately following Joe Preston's re-election in November 2004), both the rate and number of utility terminations have increased, jeopardizing the health and safety of those households without utility service, particularly in the cold winter months; and thousands of consumers have been denied payment arrangements because of restrictions placed on the PUC. Act 201 of 2004, known as Chapter 14, went into effect on December 14, 2004, amending the Public Utility Code. Chapter 14 now prohibits the Commission from establishing a payment agreement for customers who have defaulted on CAP (Customer Assistance Program) payments. Through October 10, 2008, the PUC has turned away 24144 CAP customers who wanted to have their payment arrangements reviewed. For non-CAP customers, Chapter 14 prohibits the Commission from establishing a second payment agreement if the customer has defaulted on the first. Since the passage of Chapter 14, the Commission has turned away over 47000 non-CAP customers requesting a payment arrangement. In total, as a result of Chapter 14, the Commission has been unable to assist 71516 customers (non-CAP and CAP customers) who were seeking payment arrangements. That is, since 2004, termination numbers for the electric industry have reached record levels, increasing 60.1 % during the period from 2004 to 2007. Terminations for the gas industry increased 21% from 2004 to 2007. Overall, the termination rate has increased ...

After many years as a plumber and servicing customers at there home I've seen a lot of people in tuff situations, people that could not afford a plumber, people that didn't have time to wait for a plumber to come to there home and make repairs, hearing horror stories of Plumbers that have rip off costumers and gave bad service, to me this was a loud cry for help. One story come to mind; A friend of mine calls me and ask, PlumberX could you do me a favor and help this older lady that I know, and go by and look at her Plumbing, she needs plumbing work really bad but she's to scared to call a plumber because of the cost, and she know that if I send you over there to check out the plumbing she can trust me as a friend recommending you, sure I said I could do that. The next day came and I went to the older lady's home she came to the door with a pleasant smile very humble. I could see it in her eye's she didn't have to say a word ( What is this going to cost ) she was very polite and courteous. Sir would you like some thing to drink and I do appreciate you coming to check out my plumbing on such short notice. No problem mam, lets see what's going on here with your plumbing. How I Cleaned a Richmond Water Heater Flame Arrestor Screen

This is a video that shows guts of Richmond 5V50-36PF Propane Water heater (mfg. date 11/2003) during my successful attempt to get it to work. Symptoms were that the pilot went out and could be relit, but when main burner kicked in, both pilot and burner would go out. I removed the sight glass to determine if the unit was starving for air or for gas. It would run without the sight glass, so I guessed my flame arrestor screen was plugged. I attempted to use compressed air, and a vacuum cleaner to clean the screen from inside the combustion chamber without success. I cut away the side of the water heater hoping to get access to the bottom, no luck. So, I figured, purchase a new water heater for $650 or just spend an afternoon unhooking mine, flipping it upside down and cleaning it out. As I guessed, the Flame arrestor screen had become plugged with dust. This resulted in the unit overheating and having the thermal release device meltdown making the Air Door go shut. The Thermal release device (glass vial filled with oil that bursts when overheated) must be procured from a certified repair technician. Note: The Integra anti sediment feature of the tank seemed to have worked great, as there was little build up in my tank. So, the question is, is it easier to replace the entire water heater or to repair the old one? It's sad that dust can ruin a perfectly good water heater.
